Pre-QA quality planning comprises setting quality purposes and quality assurance strategy.

There are common phases:
1. Setting quality purposes by matching client’s quality anticipations with what can be economically reached by the software development companies:
- Recognize quality opinions and attributes significant to target clients and users
- Choose quality measures that can be used to measure the selected quality attributes
- Evaluate these quality measures to set quality purposes while determining the market environment and the price of reaching variety quality purposes
2. When generating a quality assurance strategy it is necessary to plan for its 2 main components:
- Map the above quality opinions, attributes, and evaluated purposes to choose a specific set of quality assurance alternatives
- Map the above external direct quality measures into internal indirect ones via chosen quality models
